From Frontex to the European Border and Coast Guard: Responsibility for human rights violations at the borders
In the midst of turbulent times for Europe’s immigration and asylum system, the institution that most embodies the image of border management is the EU agency Frontex, which has recently been replaced by the European Border and Coast Guard with a strengthened mandate and enhanced tasks and responsibilities.
The agency together with the coastal Member States conducts joint operations for the surveillance of the external borders. These operations are inherently sensitive to violations of refugee and human rights and once these sensitivities materialize into real violations, the multiplicity of actors concerned raises questions as to who is responsible. This presentation aims at providing useful insight into the role and the work of Frontex at the EU borders and inspire an interesting discussion.
