Our largest small room will hold 16 at maximum capacity. We obviously try to limit this, as much for the invigilator as the students, as they are often the hardest rooms to manage with multiple rest breaks and anxious learners.

In my previous place of work we used a classroom that could hold 15 exam desks and chairs. The students were made fully aware when they were given this arrangement it means that there could be up to 15 other students in the room at the same time.
