Hi Paul
Maybe it's worth phoning your (or his) local Access Centre(s) for advice
on what evidence was approved for applicants with semantic pragmatic
disorders. There's a list at http://www.nnac.org/students/findcentre.php
Another organisation that might be able ot help is Prospects:
http://www.nas.org.uk/nas/jsp/polopoly.jsp?d=1942 or telephone 020 7704 7450
As Semantic Pragmatic Disorder is associated with autistic spectrum
disorders, it might not be necessary for him to see an EP. If he has a
well documented diagnostic history then maybe all that with just an
up-to-date letter from his GP confirming the diagnosis and IDEALLY
outlining the effects on daily living might be sufficient. He might find
it useful to have a psychological assessment (with a psychologist
experienced of working with ASD students) to prepare for HE but it might
not be totally necessary in order to apply for DSA. However, I could be
wrong ... others please chip in if you know better.
He is right to get his application in early; this article suggests
students will have to have submitted all their evidence by end of June
to guarantee funding by September.

Remember that, contrary to what is suggested in the article, students
are entitled to have their DSA Needs Assessment well before they start
their course. Also, contrary to what seems to be starting to be implied,
I think the stats will show it's not the assessment process that caused
the severe delays in DSA funding last year.
