Sadly yes there has been no consultation whatsoever. Prior to the current government DCLG used to consult us through the CIEH. Do you know if any other institutes get consulted by DCLG?

Has that come without any internal consultation? If so it's not exactly helpful.
I guess in response to the "...we will no longer be able to impose pre-commencement conditions because we don't have relevant information" then you only have one option, recommend refusal.
Perhaps word the response as recommend refusal unless the applicant agrees to the following pre-commencement conditions.....
I await the edict from our planning service...
