CLR 7 para 4.11 highlights the errors in estimating a true mean value based
on a limited number of samples. It goes on to recommend that in all cases
the statistical tests outlined in Appendix A are followed. Does this mean
that these test should be conducted even if the sampling numbers have been
determined using current guidance such as CLR 4 and Environment Agency R&D
report P5-06/TR?
