Does this come under the heading of 'Heritage Crime' I wonder, and if so, are the NT culpable for a) agreeing, or b) taking a payment in lieu of agreement? Should ARCH be informed? NT are members of ARCH after all, aren't they?

Interesting photograph in today's telegraph:
The caption mentions the additions being held in place by "over 500 tiny pegs" and that it was done "under cover of darkness".
Does anyone have any further information about this? What does "tiny" mean? Is any damage likely to have been caused?
