Look under Keyboard - Not mouse settings (of course!)
System Settings -> Accessibility -> Keyboard -> Enable Accessibility Keyboard
You can customise any of the panels that then appear - Its pretty easy to make your own custom panel for drag & drop, double click etc.. but you should find the one you want under the Custom-> Home-Dwell.

We have tried to use a joystick device from Inclusive (Optima joystick) on his desk that allows access to the drag function, but this is not working for him as his chair can not get close enough to his massive desk. Is there anything out there that could perhaps allow him to be able to drag without any changes to his current wheelchair/Mac circumstances?
(This is a gentleman with CP who can only use his left hand/arm but cannot reach out to items on his desk without significantly increase the amount of tremor in his upper limbs. In comparison, he is extremely efficient with using his wheelchair joystick to move the mouse around on the screen of his computer and type via an on-screen-keyboard)
