We use Extensis Portfolio in Cambridge. It is more for storage and management than display and access but it is good with large amount of heavy content not limited to images. Metadata is also very manageable there. You can create publicly accessible or password protected collections as well.

Subject: Image storage and metadata
Does have any recommended systems for bulk image storage and public access? We currently use ThirdLight's IMS.
Software for adding metadata is another area of interest. We do not currently have a system in place, but Adobe Bridge is one possibility we are considering.
