No, it doesn't lead to 'outing'.

To "cut to the chase" of how it might apply to a real situation... let
us say that SDS forms a "public advocacy committee".  With a rule that
2/3 of the members must be definietley (and therefor "out", if tthat
applies to the individual) PD's.

The 2/3 or 67% of the members would be "out" pds, and the rest under
that policy, would be AB's and maybe closetted PD's.  If any of the
other 33% -- are non-disclosed PD's, that would only push the "true
total" % of PD's on the comittee -- higher.  Which is not a problem at
all.
