To all I am finding hard to gather any coherent view on this subject, that will follow. But I do have a question. There is the concept of responsibility, who is to be seen as held as the acter of an event. And there is the concept accountability - who is to be put before the law. Are we treating these two concepts as logically equivalent,one and the same? One can be the former but no but the latter, yet it is hard to separate the two in some cases.
