Not only are all DC elements optional, they are also repeatable. Think of
a resource with a URN, an ISBN, an LCCN, a CODEN, and God-knows-what.  
The RDF representation would (I assume) use the URN or 1 other identifier
of its choice, but the metadata could also include other DC.Identifiers
for the resource.
