There are two chapters in the book 'Statistics and Society' Edited by Dorling and Simpson, Arnold, 1998. One is by Rebeka Widdowfield on 'The limitations of official homeless statistics', and one by Walid Abdul-Hamid on 'The use and abuse of statistics on homeless people'. If you can set up a system that takes account of the problems identified by these authors you will indeed have made made an achievment.
