Hi Paul
    I'd have said that as you've been explicitly requested not to link to
the page, then you should abide by their request.  If, for example, they
will miss out on advertised revenue by your linking to directly to the map,
then they have a legitimate right to complain (IMHO).   I would say link to
pages without asking permission, but if the web site actively seeks you and
permission is denied then you should abide by the request.
    There's nothing to stop you trying to persuade them to change their
mind, or asking for the reasons behind their request, but I'd try to phrase
the message carefully.
