I know that both University of North London and Coventry 
University use WebCT quite extensively, but my contacts 
have been with the Learning Technology people from an 
educational point of view, not technical. If you have a 
look at their sites you may find a contact name there, but 
I'll forward your message to our list and you may get more 
helpful replies from there.
