[Although I stand to be corrected, doubtless.] What you ideally need from a WWW Manager is someone who is technically competent (and able to learn new things FAST), has media, graphic design, writing, information management and probably a bit of politician in there for good measure (not too much of this last, else turnover could be quite high).
