The European Research Conference on Highly Excited Electronic States is
to be held at San Feliu de Guixols, Spain, 23-28 October 1999. This
conference aims to bring together researchers active in the field of
spectroscopic and dynamical studies of highly excited electronic states
of molecules (e.g. Rydberg, ion-pair or dipole-bound states), including
those who study the properties directly and those that make use of them
in areas such as ZEKE spectroscopy, ionic state selection, Rydberg
tagging etc. The sub-title for the conference "highly excited states and
collisional processes" reflects both the importance of furthering
understanding of the interactions of highly excited states with the
environment, and a growing range of applications that uses highly
excited states as a tool to understand reactive collisions (both half
and full collisions). Topics to be covered include: the interaction of
Rydberg molecules with external fields, ions and neutrals; electron
transfer from highly excited states (both inter-molecular and
intramolecular); dissociative recombination; new spectroscopic
applications in pulsed-field ionization and related spectroscopies (ZEKE
MATI PIRI etc.); Rydberg states in plasmas, in clusters, in condensed
matter and in collision with surfaces; study and control of electron
dynamics in highly excited states; threshold photodissociation;
photoionization dynamics near threshold; studies of unimolecular and
bimolecular reactions by Rydberg tagging; new theoretical developments. 

There has been a series of four previous ESF conferences in this general
area since 1990, (in Kreuth, Giens, Lengries and Emmerton), of which you
may have attended one or more, and the aim of the present conference is
to build on the excellent traditions of open and lively discussion while
broadening the scope a little, encouraging new faces to make
presentations,  and allowing a natural evolution of the subject matter
in keeping with current developments. 

It is the expectation at the ESF conferences that the speakers will stay
for the entire duration of the conference (arrival Sat 23rd October
evening, departure Thursday lunchtime) to allow good interactions with
all participants (estimated 100 total). The time allocated for each talk
would be approximately 45 minutes followed by a 15 minute discussion
period. There will also be a small number of Hot Topic talks and a
poster session. The poster will be displayed for the full duration of
the conference.

San Feliu de Guixols, near Barcelona on the Costa Brava, is described as
an idyllic fishing village renowned for its broad sandy beaches, and the
conference hotel is situated on a quiet peninsular with 360 metres of
