We have a profoundly deaf student doing PGCE (and finding it tough because the course is now so intensive) and while she does get a new DSA, the LEA is perfectly aware of all the equipment she has already had and upgrades and additions have to be argued for as new needs. They have been quite reasonable, but understandably don't like being taken for a ride.
