Having talked to a few people about how they plan to solve this
problem. The solution that they are planning to use is to place change the
conditions of employment (with the agreement of the employees), and to place
notices around buildings saying that CCTV is in operating and that in
entering this area you are agreeing to certain conditions.

Collective agreements are the usual way to seek changes to the general terms & conditions of employment. In dealing with personal data is it even feasible to seek a data subject's consent to process via a collective agreement? (Dodgy)
