Claude W. Simpson in his compendium on the tunes for British broadsides offers a start to the history of this tune and its appearances in print. I am at work and do not have my copy at hand. I will try tonight to give you the earliest cite there. Bruce Olsen though will often have earlier cites and/or corrections to material in Simpson.
