Urban Indicator Specialist 

The Government of Bahrain (Ministry of Housing, Municipalities and Environment)   
and the United Nations Development Programme are looking to appoint an  
international staff to lead this one year project which objectives are to 
identify, collect  
and analyse urban indicators for assessing urban conditions and trends in the  
country.

Details of posts  

During this one year project, the Urban Indicator Specialist will be based in 
the  
Ministry of Housing, Municipalities and Environment in Bahrain (MOHME). 
  

The Urban Indicator Specialist will work under the overall supervision of, and 
report  
to, the Project Director of the MOHME on all matters regarding the 
implementation of  
activities as specified in the project document.  He/she will under the guidance 
of the  
Project Director be responsible for the daily running of the activities/tasks of 
the  
project. As such he/she will fulfil the role of team leader and will co-ordinate 
and  
supervise the work of the project team supporting the project. 
He/she will liaise with related governmental and non-governmental agencies at  
national and sub-national level on the provision of input from these 
institutions and  
the co-ordination of activities to support the establishment of BIUP. 
He/she will be accountable, and report, to the Project Director. 

Specifically, in collaboration with the project team and under the guidance of 
the  
Project Director,  the Urban Indicator Specialist will undertake and or 
co-ordinate: 
(i) The identification and testing of key Urban indicators for measuring 
performance  
progress of Bahrain, including the preparation of a baseline study and 
background  
data, the preparation of data collection sheets, the selection of cities and the  
operationalisation of the developed indicators at national and sub-national 
level. 
 (ii)The development of a capacity building programme for key stakeholders in  
Bahrain, including a capacity assessment at national and sub-national level, the  
preparation of capacity building modules and capacity building software 
packages,  
and the testing of these modules at national and sub-national level. 
(iii) The Institutionalisation of the Bahrain Urban Indicators Programme, 
including the  
 institutional and operation design of the workings of the network, a 
promotional and  
information dissemination campaign, the preparation of electronic indicator data  
bases, human resource development, technical support and financial resource  
mobilisation. 

Qualifications required: The Urban Indicator Specialist will have extensive 
knowledge  
and experience of at least 12 years with data analysis and urban management, and 
will  
have an advanced university degree in economics, urban planing, or a related 
field of  
knowledge of United Nations procedures.  

Language required: English
