Back in December 1995 representatives from the Manchester universities and
other institutions met with BOB  PIERSON of Manchester's City Treasurer's
Department and it was AGREED that students on full-time research programmes
DID satisfy the requirement under Schedule I part II of the Council Tax
(Discount Disregards) Order 1992 and the amendment order of 1995 in that
they could be regarded as "undertaking a full-time course of education".  I
corresponded with Bob on this point - as I think did others.    I've no idea
whether the orders I have referred to have been updated in any way, but that
should not have any material impact on the agreement reached that full-time
research degree programmes = a full-time course of education.   Let me know
if you require further information.
