I share your concern with regard to fee payments. The same also applies to the payment of allowances for Disabled Students, with the added complication that such payments are often required prior to the start of the course/academic year. Without a system for LEAs to promptly receive annual reports (via SLC?), these vital payments could be held up. This point was raised at the DfEE's HE conference in February, and more information was promised(!?)
