At Greenwich, we have a policy that students whose first language is not English can bring a "language" dictionary to the exams (not a technical dictionary) but they must get permission from their course leader in advance, and when they bring the dictionary into the exam hall they must let one of the invigilators check to make sure it does not contain annotations.
