The vast majority of applications for income contingent loans from 98/99 students will be dealt with by LEAs - it is only those applications from 98/99 students on courses with non-standard AYs that HEIs will have to certify. Can I recommend that all HEIs refer to the article which Sharman Cole has mentioned. Amongst other things this article explains that for the students in question HEIs should use the application forms sent to them by the SLC last year and that to order further copies they should contact the SLC's HEI help-line on 0345 023316. I hope this will clear up any confusion.
