In theory, we reserve the right to refuse admittance, although we have 
never imposed that penalty!  By and large, if an academic member of 
staff or an administrator vouches for the individual, we would let them 
in.  Our academic staff are required to be present for the first 15 
minutes of the exam and that helps deflate such problems.  Once or 
twice, a student has realised that they haven't got their card and have 
gone to their School Office in advance to get a letter!
