We have the odd "gap" year student whom we're still trying to sort out -
mainly because the students themselves haven't provided their LEA with
information requested by the LEA.  But they are in principle eligible and
will almost certainly have their fees paid in full by the LEA.  We also
have some who do not appear on our student record system as having an LEA..
 A few of these will probably not be eligible for an award, but most will
be, but  have either  been means-tested out or have not bothered to apply
in the first place, knowing that they will be means-tested out. 

As far as the HESES return is concerned, we have returned most of our first
year students as eligible (having taken out the NHS funded ones and those
who already have a first degree), on the grounds that they are likely to be
eligible in principle for an award, even if they are means-tested out.
