This is part of an overall management system known as Managing Resources By Objective. (MRBO). I am especially interested in problems associated with the administration of such a system, although advantages would be nice as well. This system is apparently quite widespread in the USA, so if there are any American members who could help of the system is being used in the UK Pls. let me know.
