Nicole *** Political Studies Association of the United Kingdom Security and Intelligence Studies Group Conference: Security Intelligence Files: current issues regarding use, access and research Hosted by Centre for Criminal Justice, Liverpool John Moores University Saturday October 31 1998 Venue: Gladstone Hotel, Lord North Street, Liverpool. This is the third one-day conference convened by SISG since its inception in 1994. It concentrates on an issue of central concern to all academics and researchers. `The Files’ have always been at the heart of security intelligence work but, however old, they were never available to scholars in the UK. Recently this has started to change with an increasing flow of historical intelligence files to the Public Record Office. However, a number of important issues remain and this conference provides an opportunity for these to be discussed. First, what is the impact of CIT on issues of the creation, storage and use of files? Second, what use is being made of the materials released to the PRO? This will be an opportunity to discuss with researchers the potential and limits of these materials. Third, the fact that some intelligence files are finding their way to the PRO must not disguise the fact that many more are not. Policies of weeding, destruction and extended closure periods all raise issues for researchers: the Lord Chancellor’s Advisory Council on Public Records is currently reviewing the criteria by which Security Service files are selected for archiving. Fourth, the Government’s current or planned legislation in the areas of Freedom of Information and Data Protection will be discussed with particular reference to the exemption of `national security’.
