Dear George, Crude simplification: Copyright lasts for 70 years so you could just find a map or atlas published before 1927 for some of your basic information. It should be quite easy as your map sounds schematic. Tell us where you're based and we can point you to a nearby map collection. Are you drawing the map digitally or on paper? How much of France do you need to cover? There is some copyright-free map data on the web, but it isn't very detailed (ie v.small scale).
