It seems to be a simple rhyme dance game, which dates (maybe) to the 1790's
in a version quite unlike the modern one, and more likely to the late 1800's
in a wide variety of forms, most of which you'd really have to stretch to
get a Plague interpretation out of.  There are nursery rhymes out there with
political or "real world" meanings, but this one doesn't seem to be that
kind.
