A request to the Azerbaijan embassy in Washington for information on Azeri and Armenian exclaves along their borders resulted in the following contact, but only a phone number in Baku. Can anyone help me with an email or postal address for Dr Vagif Safikhanly, a "distinguished geographer" in Baku, Azerbaijan? Does he work at a university there? I am also after boundary treaties/agreements that defined the various former SSRs of the USSR... have these ever been published in English, or even published at all?
