So far we have referred our students who have been turned down for study skills funding to a local service which offers the necessary tuition free of charge. No-one has yet gone to appeal on the issue. However, I feel that it is something we are going to have to tackle more directly, particularly since not only is the policy of West Devon (now PCC) different to that of other LEAs but is also inconsistent with other Devon offices.
