Hello!  Your local Council will have an Access Committee of which members
may be from a local access group.  Get in touch with that group, who will be
disabled people, and see whether they are aware of this problem, what the
alternatives may ,be or  even take a case up for you.  I imagine that if you
have difficulties reaching such a group, the Coucil should have a Policy and
Equalities or Equal Opportunties Officer who will put you in touch. Regards,
