My understanding is that you will be able to invoice the LEA for the
two terms' fees under Regulation 24 (4) which says that any fees due
in instalments have to be paid in broadly the same way as now (ie
after the first dates on which the student is due to attend after 1
September, 1 January, 1 April and 1 July as appropriate)(ACL 11/98).

Having said that, and having now asked the question of the DfEE at
least twice, I still haven't seen anything in writing that confirms
that this includes students who have suspended and resume after
1 December.  Can anyone else (Roger, maybe?) provide any information
or do you want me to ask this specific question again?
