At Birmingham, degrees are dates as being awarded at the relevant degree
ceremony, and debtors are not eligible to "congregate" and have
their award conferred (and hence dated) until the debt has been
cleared. We are considering extending the use of our Special
Warrant procedure to "mop up" those who were due to attend at
the ceremony but failed to show, but who still wanted the degree
conferred.  Presumably some debtors would also go through under
this procedure, which we will be using a couple of months after
each batch of ceremonies.
