The Sheffield Discipline Regulations limit the right of appeal to
three grounds - basically they are 1. material procedural irregularity,
2. new evidence of which the student could not have reasonably known and
3. the penalty being too severe.  However, we have a safety valve in
that our VC can require an appeal to be heard if the original decision
is thought to be unsafe or unsatisfactory.

An appeal is only called if the student provides a statement to
support one or more of the three grounds.
