G. R. Elton edited an anthology of primary sources that includes some
political materials.  Its treatment of the radical reformers is not very
good, but much of the rest is good.  I don't remember the title or
publisher but it's something generic like Renaissance and Reformation.  It
was in its third edition ten or fifteen years ago but I assume it is still
in print.
