Karen, the DC elements have always been defined as "repeatable" - meaning
that you can do as you say above. However, the problem has been that
the syntax to deploy this functionality has not been agreed on and/or
really nailed down.

How you would do this with META tag would be difficult. However, with
the emerging Resource Description Framework (RDF) syntax (based on XML)
you should be able to declare groupings and sequences of elements.
