Charles Wicksteed has drawn to my attention that PICS uses ISO 8601 to specify dates + times. To be precise, PICS uses a strictly defined subset of ISO 8601. This (a strictly defined subset of ISO 8601) is what I propose we use for DC, though I wouldn't want to be quite as prescriptive as PICS, which insists on the time and time zone.
