I really don't see why.  You are reading one paper/proposal (out of hundreds)
and leaping to unwarranted conclusions (like concluding that it is a report
of J3's view, or even still its author's view).

There have been lots of proposals on lots of topics (not just OO) which on
examination are found to be unsatisfactory.  There is plenty of material
in the archives, I am sure anyone could find something they detested!

97-106 was not a "report", but a discussion paper.  There have been lots of
discussion papers on lots of topics.

If you want to look at the current state of any new feature, you should go
through the list in the workplan (this is a lot easier than reading the
minutes to find out what was voted up and what was not!).

For OO, 97-010r3 reports that the most recent papers are:
  97-196r2 for inheritance
and
  97-230r1 for polymorphism

I was not at the meeting last week so I cannot say whether these have been
superseded.
