I don't know if this will help at all in answering the first part of your query, but here goes, from my search so far; and I will keep looking for you and will get back to you if I find anything else, unless of course I see postings that your query becomes answered for you: Most of those I asked in person didn't know, but, at the Defender General's office (which is the State agency which over see's the Vermont Public Defender's system (for defendents who are unable to hire an attorney)) I got a lead; recently someone from West Group (Westlaw) Publishing had come by to try to sell them stuff they can't afford but would love to have, he left his card and they gave me a copy of it, so I could pass it on & hope that it may be of some help to you and others concerned.
