How about saying that there is a default interpretation of each Dublin Core metadata element? That is to say an interpretation of the element's value if there are no sub-elements present. Then any new sub-elements that are defined must include a default option that _does_not_ effect this interpretation. That way you only add substructure (ie sub-elements) in situations that alter the default interpretation.
