Just a thought...

Is a possible way forward to add a version number to the container tags? 
That way people trying to parse the stuff can have an idea of what they
are dealing with - and it might make it more sensible to start generating
inline DC on a wider basis now?

For example, rather than

<META NAME="package" CONTENT="(TYPE=begin) Dublin Core">

we put

<META NAME="package" CONTENT="(TYPE=begin) Dublin Core 0.2">

or

<META NAME="package" CONTENT="(TYPE=begin, VERSION=0.2) Dublin Core">

or...

(Note: version number and syntax for the package container tags up for
discussion).
