Yes, he exists, or did two years ago when I attended a lecture he
gave on improving NHS trust management practice. The speech was
clearly designed as a 'troll'.  At one point he said that it was
vital for trusts to create an open, critical management environment
in which people wouldn't be afraid to admit the mistakes of the past,
so that they could improve on them. A few minutes later he said that
it was about time that trust managers became fully accountable and
they they should expect to be fired if they made serious errors.
There is no doubt some truth in both statements but they struck me as
sitting uneasily together.
