(IE3 does that automatically.  You don't need the Blackney program.)

I was puzzled, so I asked Ken Blackney about it. Within a few hours I
got his answer, which I am forwarding to you now.

    MSIE converts one way -- NavEx can convert back to Netscape
    so that MSIE users can send their Favorites or any sub-folder of
    their Favorites to a Netscape friend.

    Also, NavEx 2.0 can verify that a URL set still works.  The
    next version of NavEx will, hopefully, have a synchronizer to keep
    two URLs -- for example your home and work sets -- in sync.
