As you say, the NHSE has unfortunately lost sight of the aim of treating its patients, and would be much happier if it could eliminate the rounding errors in its spreadsheets. This sort of behaviour is usually the result of an organisation in terminal decline, but in the case of the NHSE probably represents an overdosage of management theory.
