I'm perfectly capable of setting up a Web server (and have done so). I'm a nuclear physicist, educated at CERN. I've been using the Web since it had two sites. Dr. Ahmad Risk (and many others on this list) run their own Web sites. The whole beauty and philosophy of the WWW, is that there is NO CENTRAL AGENCY. There is NO 'master' machine. If there was a central 'Web' agency registering all sites it would have died a death long ago. Anyone can set up their own Web site. That's why the Web has taken off like a rocket.
