A good starting point is Francis Bond’s, Fonts and Font Covers (1908), downloadable from www.archive.org <http://www.archive.org> . He mentions locks two or three times (you have to use the online ‘search inside’ facility, since ‘lock’ is not in the index) in fifteenth and sixteenth century contexts. Locks made sense in the days when the font was filled once a year at Easter and left full of water until the next Easter, and when parishioners regarded holy font water as a useful medicine for e.g. sick cows. Apparently in the 1549 Prayer Book font water was to be changed monthly, though I have not verified that. I suspect that when archdeacons et al expressed concern about an absence of a font cover, they meant a lockable font cover, since it was illegal abstraction of holy water that they were really concerned about. A font cover for an empty font is no big deal.
