You make a very good point. 

Fortunately, the UK copyright laws were amended in 2014, and the declaration forms were superseded by the ability for researchers to be issued with a “declaration in writing”. This means that the declaration can be presented in digital form and also signed electronically by the researcher. The supply of the item copied could also be provided electronically too. 

The wording of the declaration in writing has also been slightly changed and you can get what you need from the Libraries and Archives Copyright Alliance here: http://uklaca.org/563/
