I agree with Alun, But my suspicion is that the government will do something about the people who are “stranded” here on short term backpacker and working visas, though they have been missed out on any funding to date. Is this an oversight, a lack of thorough policy advice, or neglect? None of us know. Probably we will not know till the release of cabinet papers in 30 years from now. Superficially, it looks like a well crafted policy.
